Who would report two young girls selling dog biscuits?

Having just read the story in the Friday, Jan. 4 edition about the missing dog cart, I can’t believe anyone would complain about two young girls trying to make some money, with a great idea, and some one had to report them.

Also, how dare the CVRD take it without talking to these girls and their mom first, surely this could have been handled much better. Good idea girls, I would have bought biscuits from you for sure!
