Public sector ‘running flat out’ not the same

N. Cowichan losing managers to overwork. Ted Swabey, North Cowichan’s CAO says: “We are running flat out”.

I suspect that the definition of “running flat out” when used in the public sector is somewhat different from when used in the private sector.
