Will body cams really increase RCMP workload?

I am bewildered that the mere act of RCMP wearing body cameras will increase police workloads as reported by Mr. Barron’s coverage of the North Cowichan council meeting. It is difficult for me to accept the statement that gathering evidence wearing a body camera would create more paperwork than without a body camera. I think a follow up interview with the RCMP detachment head is warranted as he implies wearing the body cam will create a need for either more police funding or less effective service.
