Tent city raises questions; leave the herring

I did not see these tents in town, yet I wonder, what is the true intent of pitching them on public property?

Now that I am reading the article on page 3, my question is, what exactly are these “moral rights”? What do they entail for other citizens? Should we feel obligated in some way? Notwithstanding these foregoing questions, so?

Are we to be pronounced as keepers of her moral rights, in perpetuity?

I also read, “Strong herring season”.

Imagine if you can, these huge shoals of herring being left for five years or so, so that our depleted salmon stocks have food to thrive on, to feed on, as it was when sanity instead of greed still prevailed. Comparing salmon to herring roe seems like a lost cause whichever point of view/argument is presented?
